On January 2, 2013, the Internal Revenue Service issued proposed regulations on the penalties that may be assessed under the Affordable Care Act’s provisions regarding shared responsibility for employers for health care. In addition to these penalties, the proposed regulations also provided clarification on full-time employee calculations.
